Thanks to a recent agreement, Ukrainian and EU carriers can now carry out freight transport without needing special permits.
Earlier this year, in April, the “transport visa-free” regime was automatically extended until the end of 2025. This extension was approved by the European Commission. Although the agreement took effect immediately after the Commission’s decision, the European Parliament’s vote completed the formal process and showed political support for the measure.
“Our goal is to extend the agreement for another year,” said Oleksii Kuleba, Vice Prime Minister for the Restoration of Ukraine and Minister for Communities and Territorial Development. “The Ministry’s team is already working with the European Commission to achieve this. The liberalization of freight transport between Ukraine and the EU is more than a sign of solidarity and support for Ukraine. It is a key step toward economic growth for both sides. The ‘transport visa-free’ regime boosts Ukrainian exports by road and makes it easier to bring foreign goods into Ukraine. I thank our European partners for backing this important decision.”
The “transport visa-free” regime was first established in June 2022 for one year. It was extended twice, with the latest extension in June 2024, which lasts until June 2025. Under this updated agreement, the regime will automatically extend to the end of 2025 if no problems or violations arise. The April 2025 extension was approved based on the agreement’s success, its positive economic effects for both Ukraine and the EU, and careful monitoring.
Currently, the Ministry for Communities and Territories Development, led by Deputy Minister Serhii Derkach, is in talks with the European Commission to prolong the agreement for another year. This includes active work within a Joint Working Group to evaluate the agreement’s results, preparing reports, and working closely with Ukrainian carriers to ensure they follow the rules of the “transport visa-free” regime.
