SILVER SPRING, Md. — The federal administration has cut funding for the U.S. Citizenship and Immigration Services (USCIS) Citizenship and Integration Grant Program, a move that will halt financial support for community organizations offering citizenship classes, naturalization application assistance, and integration services.
The decision has drawn sharp criticism from immigrant advocacy groups, who argue the program has been vital in helping hundreds of thousands of lawful permanent residents become U.S. citizens.
“This is a devastating and shortsighted decision,” said Anna Gallagher, executive director of the Catholic Legal Immigration Network, Inc. (CLINIC). “These programs provide essential English and civics education, as well as legal guidance, to immigrants navigating a costly and complex system. Without them, many hardworking individuals will be shut out of the naturalization process—denying them the chance to fully contribute to our communities as citizens, business owners, and neighbors.”
Since its inception in 2009, the grant program has assisted more than 300,000 immigrants in preparing for citizenship. Last year alone, 14 CLINIC-affiliated organizations received funding. Advocates warn that its elimination will disproportionately harm low-income applicants.
“For many immigrants, these programs are the only lifeline to citizenship,” said Luis Guerra, CLINIC’s director of field engagement. “Without affordable legal help and English classes, the naturalization process becomes nearly impossible for those struggling financially. Citizenship should not be a privilege only for the wealthy—yet that’s the reality this administration is creating.”
CLINIC has vowed to continue supporting its affiliates assisting citizenship applicants, but advocates say the loss of federal funding will leave critical gaps in services nationwide.
